The community of Tionesta is the Seat for Forest County.

Forest County was founded April 11, 1848. Forest was created by taking area from Jefferson and Counties.

From the Census Estimates for 2009, <1> Forest had a population of 6,775 people. This is an increase of 36.98% since the last Census (which gave a population of 4,946 people in 2000).

At the time of the 2000 Census, Forest represented 0.04% of the total population of Pennsylvania, making it the state's 67th most populous county (out of 67 counties).
