The city of Wheeling is primarily located in Marshall County and is the county seat. A portion of Wheeling extends into Ohio County.

The county had a population of 35,395 people at the 2000 Census. With it's population of 31,419 people, Wheeling contained 88.8% of the Marshall County total.
