Potter County was founded March 26, 1804 and was created by taking area from Lycoming County.

From the Census Estimates for 2019, <1> Potter had a population of 16,545 people. This is a decrease of 5.22% since the last Census (which gave a population of 17,457 people in 2010).

At the time of the 2010 Census, Potter represented 0.14% of the total population of Pennsylvania.
