The community of Portsmouth is the Seat for Scioto County.

Scioto County was founded May 1, 1803 and was created by taking area from Adams County.

From the Census Estimates for 2019, <1> Scioto had a population of 75,051 people. This is a decrease of 5.6% since the last Census (which gave a population of 79,499 people in 2010).

At the time of the 2010 Census, Scioto represented 0.69% of the total population of Ohio.
