Phelps County was founded in 1857 and was created by taking area from Crawford County.

From the Census Estimates for 2019, <1> Phelps had a population of 44,593 people. This is a decrease of 1.25% since the last Census (which gave a population of 45,156 people in 2010).

At the time of the 2010 Census, Phelps represented 0.75% of the total population of Missouri.
