Taken from the 2019 Census Estimates, Cumberland had an population of 19,321 people. This is a decrease of 7.37% since the 2010 Census (or a decrease of 10.21% since the 2000 Census).

At the time of the 2010 Census, Cumberland had a population of 20,859 people (which is 27.78% of the total population of Allegany County). This makes Cumberland the county's most populous community.

The population of Cumberland represents 0.36% of the population of Maryland (which has 5,773,552 people), making it the state's 12th most populous community.

With a 2010 count of 20,859 people, the population of Cumberland decreased 3.06% from the 2000 Census (with a count of 21,518 people).
