Russell County was founded in 1825. Russell was created by taking area from Adair, Wayne and Cumberland Counties. From the Census Estimates for 2019, <1> Russell had a population of 17,944 people. This is an increase of 2.16% since the last Census (which gave a population of 17,565 people in 2010). At the time of the 2010 Census, Russell represented 0.4% of the total population of Kentucky.
