Clarke County was founded January 13, 1846 and was created by taking area from Lucas County.

From the Census Estimates for 2019, <1> Clarke had a population of 9,382 people. This is an increase of 1.03% since the last Census (which gave a population of 9,286 people in 2010).

At the time of the 2010 Census, Clarke represented 0.3% of the total population of Iowa.
