Phillips County was founded March 27, 1889 and was created by taking area from Logan County.

From the Census Estimates for 2019, <1> Phillips had a population of 4,359 people. This is a decrease of 1.87% since the last Census (which gave a population of 4,442 people in 2010).

At the time of the 2010 Census, Phillips represented 0.09% of the total population of Colorado.
